Basic elderly care services refer to the basic, inclusive and backstop services provided by the government directly or by certain government-supported entities to make sure that elderly people could enjoy their old age.

Based on the Implementation Plan on Promoting the Construction of the Basic Elderly Care Service System issued by the General Office of Shanghai Municipal Party Committee and Shanghai Municipal Government and other relevant regulations and policies, Shanghai Civil Affairs Bureau adjusted and updated the list of the 2023 Basic Elderly Care Service List for a new 2024 version, which contains 24 items under 8 categories.
