On February 4, Shanghai municipal government held the 2024 Shanghai civil affairs work conference. According to municipal leaders, the city's civil affairs system ensured the implementation of various livelihood policies in 2023 and made a positive contribution to promoting the city's economic and social development, thus further enhancing citizens' sense of happiness.

The municipal leaders stressed three aspects in promoting Shanghai civil affairs’ work to a new level in 2024. Firstly, secure people’s basic livelihood and promote innovation for the transformation and upgrading of social assistance. Secondly, promote high-quality services for the elderly to meet their needs. Thirdly, develop social organizations and public welfare charities to a higher level for better promoting economic and social development.
