From December 1, 2022, Shanghai has started the comprehensive implementation of marriage registration across the city.

If the couple are Mainland residents and one or both of them hold Shanghai Shanghai hukou permits, they may go through the marriage or divorce registration procedure at any district-level marriage registration office in the city from December 1, 2022.

In accordance with the working requirements of the Ministry of Civil Affairs on exploring and implementing the practice of handling marriage registration at a place outside of one's household registration and subject to approval by Shanghai Municipal People's Government of a relevant report from Shanghai Civil Affairs Bureau, the pilot work of handling marriage registration across the city was carried out between September 1 and November 30, 2022. By November 27, a total of 3,785 cross-district marriage registrations and 1,846 cross-district divorce registrations were completed, accounting for 23.12% and 15.42% of the total number of marriage and divorce registrations respectively. This program has been highly praised by all sectors of society.
