Since the end of 2019, Shanghai Civil Affairs Bureau has been launching the community-based social relief advisory service throughout the city to search for the "silent minority" and provide timely and practical assistance to those in need who are not familiar with supportive policies. Under the guidance of the Civil Affairs Bureau of Minhang District, Hongqiao Town has set up a community-based social relief advisory team comprising members of the community affairs service centers, officials responsible for the civil affairs sector from neighborhood/village committees, and community volunteers. To date, a total of 39 community-based social relief advisory service points entitled "Hongqiao Rainbow Station" have been established across the town to offer targeted services such as policy guidance, agency handling, pairing-up assistance, resource linking, psychological counseling, and social integration.
