On October 21, Shen Min, Deputy Director-general of Shanghai Civil Affairs Bureau, visited the Community Foundation of Taopu Town, Putuo District for an inspection on fostering and facilitating the development of community foundations in Putuo District. Jiang Long, member of the Party Leadership Group of Putuo District People's Government, also participated in the inspection.

Shen Min raised the following four requirements. Firstly, high-quality development of community foundations shall be further advanced. The quantity and coverage of community foundations shall be improved, and proven typical models shall be summarized, replicated and popularized. Secondly, community foundations' capacity for sustainable development shall be further enhanced. Thirdly, social influence of community foundation brand projects shall be further boosted. Fourthly, the top-level design on fostering and promoting the development of community foundations in Shanghai shall be further strengthened, and the operation levels of community foundations shall be constantly elevated to form a standardized and professional operation model that involves the participation of various sectors of the society.
