Shanghai municipal civil affairs department issued four measures in August to support welfare lottery sales outlets, including "issuing a one-time subsidy for house rent, a one-time subsidy for special line communication, a relief grant, and providing epidemic prevention supplies for sales outlets". Up to now, support funds of more than RMB17 million have been released on a cumulative basis.

As of October 31, Shanghai welfare lottery sales totaled RMB2.68 billion, and nearly RMB870 million welfare funds had been raised. The number of sales outlets in the city surpassed 2700, generally on a par with the last-year figure. The expected goal of "stabilizing outlets and ensuring employment" was basically achieved.
